Dr Williams interest in eczema began when he developed eczema in his second year at Medical School. There was little relief from treatment prescribed by a dermatologist and other doctors. The first useful therapy that relieved the itch and rash was from a combined mixture of a topical steroid and anti-fungal cream, in an experimental venture in Napier in 1963 with a pharmacist colleague for his 5 year old daughter, who had moderately severe eczema which did not respond to treatment from the GP and a dermatologist. The child had allergies to a number of foods including tomato sauce, eggs, peanuts and cheese. The eczema responded well to the mixed cream, low dose antihistamine and food avoidance. She was the first child to receive the treatment that formed the basis of "Eczema- Care Therapy".

Dr Williams is the Medical Director and a GP at the Mt Wellington Integrated Health Centre. His career spans a period of 54 years in medical practice, Public health, Health management, Medical research, International health and Politics. He is a Cook Islands Maori of Polynesian, Chinese and English ancestry. He was born and raised on Aitutaki in the Cook Islands, where he began his early primary school education.
He received his secondary education at Northland College in Kaikohe where he was dux and head prefect in 1954. University education was at the University of Otago Medical School where he graduated MB, CHB in 1960, and the University of Hawaii School of Public Health with MPH in 1969, and he was Associate Clinical Professor of Publish Health from 1970 – 1974.
